 前回の記事では、複雑化が進むグローバルサプライチェーンのリスクをどう取り扱っていくべきかを前例や調査資料を基に紹介しました。今回は、今後の課題としてサプライチェーンのリスク管理をどのような指針で進めていくべきかを見ていきます。

4. リスク管理を難しくしているのはむしろ「人」

 こうしたリスク管理を進めるに当たっては、3つのハードルがあります。

1)リスク意識共有の難しさ

 ある人はそのリスクへの対応を最優先だと言い、別の人は優先順位が低いと言います。

 乱暴な言い方ですが、この手の計算は、作為的に考えると、確度やインパクトの係数を少し変えるだけで、リスクを大きくも小さくも見せることができてしまいます。だからこそ、その算出の手法と結果については、あらかじめ社内で関係各部門で合意している必要があるのです。しかし、多くの企業ではこのコンセンサスがなかなか取れないのも事実です。結果として、リスク対策はどんどん優先順位が下がっていくことになります。社内で不毛の議論を繰り返さないためにも、こうした問題を解決するにはマネジメントのリーダーシップが欠かせません。

2)標準化の遅れやガバナンスの問題

 リスクの大きさを定義し、その緩和策を作成した上で、リスクのモニター&コントロールを行います。その際に重要になるのが、標準化の完成度です。リスクを監視するためには、グローバル各拠点の各プロセスに、管理センサーとして各種KPIを埋め込んだ仕組みがないといけません。しかし、グローバルで見たときに各拠点にプロセスやデータの定義が異なっていては、管理センサーが地域や事業の数だけ複雑化してしまい、監視できなくなってしまいます。

 ここで、リスク管理のうまい企業がどのようにしているかを見ておきましょう。

 サムスン電子は市場変化に対して俊敏に反応し、市場での評価が高い企業の1つです。マーケティング能力の高さや地域専門家制度の成功がよく紹介されますが、それだけでは市場では勝ち抜けません。

 サプライチェーンの視点から見ると、市場変化を読み取るセンサーが実にうまくプロセスに埋め込まれていると考えられるのです。


  1. センサーから市場の反応がタイムリーかつ正確に報告されてくる
  2. その変化を高いマーケティング能力で培ったマーケットインサイト(洞察)能力で判断する
  3. 軌道修正を速やかに組織に実行させる

 サムスン電子ではこのプロセスがうまく出来上がっていると考えられます。だからこそ、市場の複雑性に対して複数のシナリオを準備し、素早く対応できているのです。
